Capeless Praises Volpe Tax Plan But Sees Flaws

Former tax commissioner Robert T. Capeless told about 50 attendees at a Democratic City Committee forum that Gov Volpe's tax program is better than doing nothing, citing last year's $68 million real estate tax rise and a decade average near $40 million. He warned the plan is riddled with unfairness and weaknesses, especially in proposed income tax revisions and fund distribution to cities. He favored a broader revenue base through a higher earned income rate or simpler rounding of existing rates and argued for a fairer, more flexible approach to state aid to cities and towns. Capeless praised Volpe for courage and relevance to state and local needs, while criticizing the current distribution formulas and the plan's one-year aid limit. The event was led by Atty. Abraham W. Chesney with James J. Atkinson presiding.
