Vermont Yankee Nuclear Power Corp weighs legal action against state radiation regulations adopted unanimously by the Vermont Health Board. Company cites cost to stay within limits at Vernon plant, including possible gamma radiation barriers and wall construction costs. Board rejected stay of action for more economic studies and proceeded with the rules.
