Speck declared mentally competent to stand trial

A panel of six psychiatrists ruled Richard Speck mentally competent to assist his lawyer and stand trial for eight murders. The panel also unanimously found he was sane at the time of the July slayings. Judge Paschen and the public defender were notified as a formal report was delayed to November 4. Speck, captured three days after the July 14 killings, is charged in the South Chicago Hospital nurses dorm murders.

Bennington Attorney F Ray Paddock Dies

Bennington lawyer F Ray Paddock 66 former village attorney and vice president of the Bennington County Bar Association died early Monday at Putnam Memorial Hospital after collapsing at his Putnam Square office. A Bennington native and Fillmore descendant, he studied at Norwich University and Stetson University and was admitted to the Vermont bar in 1934. He practiced law over 30 years, taught school briefly, served in the Vermont National Guard, and was active in local politics and the American Legion.

Manila Peace Plan Sets Six Month Viet Nam Pullout

President Johnson and six Pacific allies proposed a South Viet Nam peace plan with a six month withdrawal timetable after North Viet Nam ends infiltration and reduces violence. Subandrio Guilty Of Aiding Indonesian Rebels

Jakarta reports that Dr. Subandrio, former Indonesian foreign minister and trusted ally of Sukarno, was found guilty by a nine man military tribunal of aiding an armed Communist rebellion. Bank Promotes Dickey Wickenden at First National Bank

The Board of Directors of the First National Bank of North Bennington elected S. Whitney Dickey as bank president replacing Hall Park McCullough who died last summer. Arthur E. Wickenden was named vice president. Merritt Hewitt and Joseph E. Joseph joined the seven member board. Dickey, a Yale graduate and former Dodge Fibers Co. sales manager, has been with the bank since 1961 and served as VP since 1962. He and his wife have six children and he served as a WWII fighter pilot.

Five Children Die In Albany Fire Tragedy

Five children, ages seven to one, perished in a first floor apartment fire in Albany as their mother Bernice Nunn, 25, was away. The blaze started in the front room of a two story brick building, with a delayed alarm drawing aid from neighbors and a nearby witness recalling a honking car horn. Three nearby families escaped unharmed.
