In Washington the canal treaty hearings pit supporters from the military establishment against opponents. Adm Elmo Zumwalt and Gen Maxwell Taylor back the treaties as not harming U S security while Adm Thomas Moorer, also a former joint chiefs chair, opposes them. Sen Barry Goldwater doubts Senate vote this year or next. Sen Frank Church proposes full Foreign Relations Committee travel to Panama to gain a firsthand view of defenses and political climate. Thurmond questions officer independence amid administration pressure.

More than 15,000 machinists walked out at Lockheed California plants in Burbank Palmdale and Sunnyvale after failed pay and fringe benefit talks. Lance denies knowledge of federal bank deposits
Bert Lance states he has no knowledge of deposits totaling about $1 million in the National Bank of Georgia while serving as budget director. NBG officials note such deposits would be normal within federal funds flows and a Treasury spokesman cites distinctions between savings accounts and bankruptcy funds. The bank argues the amount is insignificant in relation to total deposits.
