Ramps for the handicap spark concerns in Worcester
A Worcester Federation for the Blind dispute over curb cuts on sidewalks highlights conflicting needs as Massachusetts requires ramps. Experts doubt uniform design and say consistency would help blind pedestrians with canes and seeing-eye dogs, while officials weigh safety and traffic risks.

Agreement clears the way for work on North Adams shopping center
A Monday signed joint venture between East Bay Development Corp and the Economic Development Corp of Northern Berkshire will allow the 7acre downtown renewal tract on Main Street to proceed. A 135,000 square foot enclosed mall, including a 55,000 square foot K-Mart, could open by Christmas 1978 with a second anchor store planned. Scarafoni expects tenants to follow once construction begins. Adams Super Market is not included in the mall plan. City backing for a 700-car two-tier parking deck remains the final hurdle, with a $1.2 to $1.4 million cost and a potential $3 million borrowing authorization already approved in 1975. Scarafoni will retain development authority through design review before East Bay assumes ownership. The plan envisions a major retail hub fronting Main Street with K-Mart as a key anchor and a second national tenant.
