Census figures flag fourfold gap in 1974 crime reports

Census Bureau estimates nearly 39.6 million serious crimes in 1974, topping FBI figures of 10.1 million by about fourfold when including unreported incidents. The difference arises from a nationwide interview survey of 65,000 homes and 15,000 businesses, showing larger rises in theft and burglary than police counts. The report notes many victims did not report crimes due to perceived insignificance, fear of reprisals, or inconvenience of testimony.
