Regional planning commissions across the state faced sharp budget cuts and forced consolidations under a new plan from the Agency for Development and Community Affairs. At a Ripton conference Secretary Elbert G. Moulton urged shared resources as 14 commissions shrink to 10 with some budgets cut by up to 50 percent. Panel hearings open on postage rate hike action
Washington UPI reports the Postal Rate Commission begins hearings on whether the 1.41 billion temporary postal rate increase should become permanent. Rates rose at midnight as the commission failed to act within 100 days. If no decision by July 1, rates revert. First class stamps up two cents to eight, air mail to 11, postcards to six, second and third class see notable increases. The hearings may last weeks as the commission argues it is not automatic.
