Sen Barry Goldwater says the South is the Republican Party’s strongest growing region over 18 years, noting conservative economics boosted GOP growth there. He argues big-city bosses rely on federal funds, so efforts should target smaller cities and suburbs. He predicts limited leadership for 1968 but cites Nixon and Scranton as contenders and says education rather than promises will win African Americans to the GOP, referencing the Eisenhower rights act impact.
