UPI reports U S officials believe Russians were surprised by Thursday’s violence when 2000 demonstrators stoned the U S Embassy in Moscow. The embassy had learned of the plan and requested police protection. about 250 Soviet officers manned barricades. Officials said demonstrators were probably not acting spontaneously.
Vermont legislator Cutts said he would seek a Senate House Committee of Conference if the Senate approves his reapportionment plan. The measure would push Congress to amend the Constitution to allow state based chamber apportionment beyond population, while a concurrent Senate version proposes a constitutional amendment.
