Albany N Y Gov Nelson Rockefeller vetoed the beer can bill passed at the request of communities to curb teenage drinking in public places. The measure would have made it an offense to drink or carry an open container in public for anyone under 18 and relied on youth testimony for illegal sales prosecutions.
