Panel seeks rules to curb Congress scandal
A House task force proposes reforms to curb misuse of funds and expose staff roles. Reforms include certifying staff duties, ending cash withdrawals for personal use, removing the House Administration Committee’s benefit-adding powers, cutting automobile mileage to 15 cents, eliminating postage allowances, consolidating seven allowances into one, and publishing three monthly expenditure reports. A special bipartisan commission would study further and report by December 31, 1975.

A. Thomas Easley of the New England Council urged the House energy subcommittee to end federal price and allocation controls on home heating oil with safeguards for market changes. He argued removal would pressure lower prices as marketers fill tanks with cheaper summer oil, noting refinery capacity is improved after the 1973 import program collapse.
