Shaftsbury voters approved a 490000 bond as the town share of a 762000 elementary school addition. The vote was 184 in favor and 169 against. Bids are due by mid July with construction starting in September for a fall 1973 completion.
Senators Aiken and Stafford urge President Nixon to name Albert Coffrin of Burlington to the federal court bench in Vermont. Coffrin, 52, a Mid dlebury and Cornell Law School graduate, is a trial lawyer who has not run for office and has served on the state Judicial Council and a labor emergency board. The vacancy follows the death of US District Judge Bernard Leddy.
President Nixon announced details of an eight point plan submitted secretly to Communist negotiators in Paris on Oct. 11 aiming for a six month cease fire and simultaneous U.S. withdrawal with prisoner releases. He urged internationally supervised elections with Viet Cong participation while stating South Vietnam's Nguyen Van Thieu would resign before the vote. The disclosure sought to show Hanoi blocks peace while highlighting U.S. pressure ahead of his China trip.
Sisters appeal for a one year professional reappraisal of Bennington property seeking a town meeting vote to borrow 60000 dollars. They condemned Kissinger and Porter for failing to address their demands to stop Vietnamization and pull out all foreign troops and bases. The U.S. delegation and Saigon negotiator Lam held a strategy session afterward.
South Vietnamese President Nguyen Van Thieu announced he and Vice President would resign before internationally observed elections in which Viet Cong would participate. He called for withdrawal of foreign troops and POW exchanges within six months of a peace settlement and urged a new Southeast Asia peace conference while reserving reunification decisions for Saigon and Hanoi.
The New England Governors Conference moves to contest the federal oil import quota system as unconstitutional. Massachusetts Governor Sargent says attorneys in Washington will file. Maine Governor Curtis aims for Supreme Court original jurisdiction, arguing the policy discriminates against New England and costs residents $190 million yearly. The group also backs Amtrak service from New York to Montreal and urges a $500 million rail upgrade between Boston and Washington, with Vermont Governor Davis elected co-chair of the commission.
