Two phase peace plan weighs endgame of Vietnam war
The United States and South Vietnam offered a two phase peace strategy after a five hour session with North Vietnam and the Viet Cong. An initial basic peace treaty would be signed now with a final pact to settle all issues and permit US troops to return home.
