Deputy Social Welfare Commissioner Paul Philbrook won $900 of the $1,000 back pay he sought for three months as acting social welfare commissioner. Also noted are a York Rite Masons festival in Springfield and two vehicle collisions in East Arlington and Bennington with minor or no injuries.
