Cold preserves stricken man saved by hospital team
In Boston a 48 year old man, Joseph Rue, nearly froze to death before a medical team at Boston City Hospital revived him. His body temperature was in the low 80s and he had no heartbeat when found in Roxbury. After two hours of external heart massage and warm fluids, his condition improved. doctors credited the extreme cold with limiting brain damage and oxygen needs. Rue is a father of seven and unemployed. The event highlights the severity of New England's winter as freezing weather continues to strain heating and utilities across the region.

Troy to appoint ex Cleveland chief as public safety head
Troy City Manager John P Buckley planned to appoint former Cleveland Police Chief George W O Connor as commissioner of public safety despite objections from one council member and implied disapproval from the fire chief. Republican Councilman Pat Casales argued the post is unnecessary and should be removed from the charter or, if kept, not filled by O Connor due to past traffic ticket quotas and motel rental for training sessions in the 1960s.
