Vermont weighs town conservation commissions to protect resources
A draft measure to let municipalities form conservation commissions is outlined by Justin Brande. If approved by town vote those commissions would study and advise on natural resource protection, with 3 to 9 members appointed by local officials, allowed to accept contributions and gifts but lacking eminent domain power. The plan cites similar laws in Massachusetts where hundreds of towns formed districts, noting Vermont is the only New England state without enabling legislation.
