Witherspoon denies tax return manipulation charges
Tax Commissioner Gerald S. Witherspoon denied charges by Sen James Jeffords that estimated income tax returns and collections were manipulated. Jeffords claimed misnotifications caused at least a million dollars in losses and accused delaying checks until April 15. Witherspoon said taxpayers were warned last June, and under a 1965 amendment could pay in seven installments with final payment due Dec 15. December filings were closed and later returns routed to data processing. He noted fiscal year accounting and that shifting payments between calendar and fiscal years is impossible. Jeffords plans legislation to align with quarterly federal methods. The commissioner added that 1967 collections surpassed 1966 by about 1.5 million.
