Vermont lawmakers clash over education tax and deficit plan

In a day of budget skirmishes lawmakers debated a uniform education property tax and restoring $200000 in Parimutuel Racing Commission funds. Rep Mandigo pressed to use surplus to cover a $1.8 million general fund deficit while party leaders sparred over a 5 percent across the board state employee pay hike. The surtax repeal faced strong opposition as debate highlighted deficit spending concerns and tax policy. The Senate approved a diluted special education measure, though House leaders indicated likely opposition.
