Billings Election Thursday Recalls His First Bid for Judicial Post in 1959
MONTPELIER The surprise upset Thursday of Hoff appointee Adjutant General Wayne Page by his challenger Reginald Cram on a 91 82 legislative vote recalled state house veterans of the time eight years ago when a confident Senate Secretary and municipal judge waited to elect him to the Superior Court bench. Billings faced his first full legislative test since 1959 on the bench in Bennington County Court. He had long aimed to be a trial judge, backed by Sen Asa S Bloomer and lawmakers including Bob Gannett Reid Lefevre Rusell Niquette, Loren Pierce, Winifred Kelton and others. His opponent was William C Hill of Hinesburg, nominated by Rep Lawrence Kimball. The vote total was 130 for Billings and 134 for Hill. 133 needed. Billings retained his seat with 132 votes, despite opposition from 39 critics who believed he betrayed the party by endorsing Gov Hoff over Snelling last summer.
