Viet Nam War Threatens Balance of Payment Plans
Washington United States Treasury Secretary Henry Fowler warned the Viet Nam war could disrupt the Johnson administration’s effort to erase the balance of payments deficit. He said the current plan to stop dollar outflow remained, with no mandatory controls on private capital, even as the balance of payments deficit improved to 1.3 billion dollars for last year, the best in a decade. President Johnson urged bankers and businessmen to curb overseas loans voluntarily.

Pravda urges closer Soviet Chinese ties on anniversary
Pravda marks the 16th anniversary of the Moscow Peking friendship treaty by urging relations to revert to ardent friendship. It cites difficulties beyond Soviet fault, notes hindrance to unified Communist action in Viet Nam, and says both governments work to overcome them and normalize ties with the Chinese Communist Party and PRC. It adds the US hopes for a split in international communism to block unity.

Agena Failure May Delay Gemini 8 Orbital Voyage
SPACE CENTER Houston APS The Gemini 8 linkup mission with astronauts Neil Armstrong and David Scott scheduled for March 15 may be delayed by a failure in an Agena rocket. The accident caused substantial engine damage during vacuum chamber testing in Tennessee and halted the $4 million target satellite program. NASA said testing is suspended pending a complete analysis and a decision on using Agena or the Alter nate Target Docking Adapter ATDA for Gemini 8 will be deferred until the analysis is finished.

Reasons Against Negotiations With Viet Cong
Washington officials explain why the Johnson administration rejects direct talks with the Viet Cong. They argue Hanoi holds the key to peace, that the NLF is a Hanoi creation and not a legitimate independent negotiating party, and that recognizing the NLF would destabilize South Vietnamese elections and sovereignty. The stance remains that only Hanoi can curb North Vietnamese aggression.
