Reagan plea fails to draw state workers back to work
In California, about 110,000 state civil service workers returned after a three day holiday weekend. Governor Reagan urged voluntary return on Lincoln’s Birthday with no extra pay or time off. The California State Employees Association said fewer than 1 percent were on the job, arguing a true financial crisis was not proven. They felt asked to carry on.

Wilson argues the Southward movement of North Vietnamese troops during the truce created a military imbalance and undermined faith in peace efforts. He says settlement requires recognition of necessity and trust among all combatants, and that North Vietnam remains unlikely to seize negotiation chances without belief in U S assurances to stop bombing.
