Planners clash over land-use plan and state role
Environmental Conservation Secretary Robert B. Williams said the agency would likely rearrange priorities to support a land-use plan due in 1973. Former official Blucher denied contact since 1971 and blamed Theodore Riehle for the hire. Regional planners question the process and push for bottom‑up input, criticizing consultants and fieldwork gaps while noting plan inaccuracies and potential legislative hurdles.
