Vermont utilities Green Mountain Power and CVPS face an 18 percent January hike still under PSB review. A Price Commission order freezes private utility rate requests for one month, with hearings to set clearer guidelines and possible rollbacks of existing increases. The move affects about 160 million dollars yet to be collected amid 900 pending requests nationwide.
President Nixon declared the United States will not negotiate the surrender of South Vietnam and will offer no further concessions until the Communists respond to his peace plan. He warned Democratic critics may delay any reply until after the November elections and announced a trip to China on February 17.
The Norwegian Lindblad Explorer ran aground near King George Island in a Antarctic blizzard. About 100 passengers and 68 crew members were ashore on a bleak uninhabited island as winds reached 75 mph. Most aboard were Americans sailing from Ushuaia to Punta Arenas on a 2,500-ton luxury tour.
Regional planners from across Vermont joined at the Middlebury Inn to urge House Appropriations Committee chair R. Marshal Witten of Bennington to divert more funds into regional planning. The move follows Witten’s veto of a 35,543 dollar appropriation for the state Planning Office, with the governor breaking it only if Vermont’s chief consultant Arthur R. Merkle is replaced. Merkle was hired to develop the land-use plan central to Act 250, and Witten labeled him the wrong man, basing his stance on advice from law partner Harvey D. Carter. The funding cut targets the Planning Office, not the 14 regional commissions under the Agency for Development and Community Affairs. The governor and aide have avoided comment pending further coverage.
Delegates from 75 nations including Jane Fonda and Ronald L. Ridenour opened the Communist sponsored world peace congress on Indochina at Versailles despite American protests. U S Ambassador William J. Porter postponed next week's session claiming the event violated the neutrality atmosphere of Vietnam talks.
Ruth Hart Eddy of Old Bennington left the Samaritan Hospital in Troy a gift exceeding five million dollars. The Eddy Foundation will fund expanded care for the elderly and incurable patients, with plans to add beds for women now and extend to men. Eddy property in Old Bennington valued at 224000 will be sold to support the hospital.
