Johnson sees hopeful signs peace talks will move ahead
President Johnson said Cyrus Vance believes substantive talks toward peace in Vietnam could begin after returning to Paris. He noted Vance’s hope for progress and cited Apollo 8’s success, Pueblo crew’s safe return, and a lower Vietnam casualty rate as mood lifters while stressing the need to settle matters honorably to avoid costly consequences. Vance was returning to Paris to aid Harriman in arranging talks among the United States, South Vietnam, North Vietnam, and the Viet Cong.
