Boston report cites State Welfare Commissioner Alexander Sharp saying funds donated for foster home toys were used by former Assistant Welfare Commissioner Beth Warren for a Hawaii convention trip last spring. The resulting $1,000 shortfall was covered by prior-year money. toys were purchased for all children.
