MONTPELIER UPI A legislative fiscal analyst challenged Gov. Richard Snelling’s revenue forecasts for the next two years warning that tax revenues may be overstated and tax cuts overestimated. He said the state can either spend a projected 12 million dollar surplus or cut taxes, but not both, and urged caution with further reductions.
Egyptian President Anwar Sadat ordered the expulsion of Soviet and East European officials who criticized his peace initiative and closed cultural centers and consulates. The move came as Cyrus Vance supported Sadat's Cairo conference and as regional tensions spiked with Syria, Iraq, and others amid mediation efforts by Jordan.
Gov. Richard Snelling unveiled a plan to shutter Weeks School in Vergennes, Vermont’s juvenile detention facility, and establish a federal Job Corps Center with a Windham College satellite at Putney. The center would serve about 300 youths from Maine, Vermont, and New Hampshire, employing 125 staff with a budget up to 1.7 million annually, and could be ready by September if approved.

Dartmouth researcher Dr Dennis Meadows told a national energy conference in Miami Beach that major American companies shun small scale energy technologies because they reduce profits. He said firms ignore energy ideas not suited to monopolistic control while electricity remains the most capital intensive form of power. The three day conference hosts over 1000 scientists from 30 countries. Venezuelan official Anibal Martinez reported plans to level oil output and boost coal and hydro power, with moves away from gas fired electricity and exploration for radioactive materials as well as solar and wind studies and ocean power options.
