Rights Bill Needs Help Of Dirksen

Senate Leader Mike Mansfield says the southern filibuster can only be cracked with GOP Leader Everett Dirksen. Dirksen opposes the open housing clause as unconstitutional, while the House approved the bill 259 to 157 with a watered down housing provision covering about 40 percent of U.S. housing. President Johnson calls the House action a milestone in race relations and urges timely Senate action. Mansfield plans to keep the bill on the calendar for about two weeks as he weighs debate timing.
