October Draft Quota Highest Since Korea War
The October draft quota of 46,200 men is the highest monthly total since the Korean War, with a potential rise past 50,000 if Viet Nam war demand continues. The Defense Department also increased September calls by 6,000 to 37,300 to offset lagging enlistments. House Armed Services Committee plans hearings next year on draft revisions including a possible lottery and studies fairness concerns raised by members and Defense Secretary McNamara.

Grand Jury Seeks Causes of Whitman Tower Massacre
Austin grand jury examined doctors, police, and citizens to determine why Charles Whitman killed 15 people atop the University of Texas tower. They differed with pathologist Dr Coleman de Chenar over the brain tumor's role, noting Whitman’s obvious mental condition and that police had to kill him. Gov Connally plans national medical expert review to assess motives and mental state. The report also references Whitman’s notes and arsenal, while broader coverage includes legislative items on handicapped children and Mohole funding, plus Air Force polar flight to speed wounded home from Vietnam.
