Democrats Force 14 Percent Pay Raise In Vermont
In the final hours of the 1970 session Democrats forced a 14 percent pay raise for state employees over Gov. Deane C. Davis’s preferred 12 percent. Led by House Minority Leader Thomas P. Salmon, the measure passed despite the governor’s opposition, with support from a few Republicans. The package costs about 2.8 million general funds next year and 1.8 million from the Highway Fund, funded partly from existing surpluses and highway funds. The move came amid threats to derail a day care center funding bill and parliamentary maneuvers by both sides.

Four Calif. Patrolmen Killed By Gunmen on Freeway
Four California Highway Patrol officers were shot and killed when gunmen opened fire on the Golden State Freeway near Valencia. A hostage situation followed as more than 200 officers converged on San Francisquito Canyon. Suspects Russell Talbert and Jack Wright Twinning were named. Twinning, 20, was arrested nearby with both men believed to be wanted in Portland. One suspect wounded, two officers killed at the scene, two more died later at hospital.
