Two federal courts ruled Friday that a Massachusetts service member cannot sue under a new law challenging the presidents authority to deploy troops. Pfc John Griffin 21 sought a writ to bar reassignment to Vietnam and the Supreme Court was to hear the case Monday. Governor Sargent signed the measure days earlier as Attorney General Quinn prepared to defend state servicemen in similar suits.
