In Entebbe Uganda President Bush blamed the CIA for the erroneous claim that Iraq sought uranium from Africa. Tenet accepted blame saying the 16 words should never have been uttered. Rice asserted the CIA cleared the speech in full and noted how forged Niger documents leaked into the address.
