Tax Refund Outlook Drops From Withholding Change
The text explains withholding rate changes in 1965 affecting refunds. Withholding at 18 percent for two months and 14 percent for ten months created underwithholding, reducing expected refunds. Treasury estimates show annual refunds exceed 5 billion dollars, but the President's economic report projects a cut of about 3 billion this year due to the tax cut's timing.
