A public hearing at 10 am March 2 at the Baytown Community Building will decide if the U S Army Corps of Engineers should study a levee to protect Brownwood and nearby Sea Brook. Maj. Oscar C. Toriette will lead the session with two Galveston engineers.
Baytown council will decide at 7 p.m. Thursday whether to continue buying cast iron water pipes or switch to cement asbestos pipes for about $60,000 worth of work. Apparent low bid was $46,409.32 from L Harris Construction Co Houston with other bids from Bayshore Construction Co Baytown and Comer Construction Co Houston. Bond rules may affect bid withdrawals as some bidders seek permission to withdraw their bids.

Baytown mayor Al Clayton enters the Harris County Commissioner race for Precinct 2 challenging incumbent W. V. Ramsey of Channelview. Clayton, a former Baytown City Council member and mayor since 1951, cites growth in the Gulf Coast area and a new state four year term structure as he seeks the office with filing deadlines looming.
President Kennedy unveiled the first budget crafted by his administration calling for a record 92.5 billion peacetime outlay for the 1963 fiscal year with a potential 463 million surplus only if revenues rise and postal rates increase. The plan prioritizes a 52.7 billion defense budget, 24 billion for space research, and 3.9 billion in foreign aid while seeking 5 billion in new funds across economic and military programs.
J Robert Barnes chairs Baytown YMCA membership drive with cochair Bill Walst to recruit new members. Drive runs Jan 22 to Feb 16. Four three year term directors were elected at the annual meeting of the Harris County Federal Savings and Loan Association. Elected were Cursos Vern Cathrine Reber and Al Melinger. Other board members include A. C. Ream Jack Strickler W. DuPlantis Eve Reid Robert Kerr and Wilburn.
Humble Oil and Refining Co announces a joint venture with Del E Webb Corp to acquire and develop about 15,000 acres of the West Ranch near Pasadena and La Porte adjacent to NASA's Manned Spacecraft Center. The plan spans 15 years with a master plan and construction starting this year, creating a balanced community with residences, shops, schools, parks and industry, employing local labor and inviting developers.
