Baytown considers drilling overlay district for oil field
Baytown officials vote on ULDC amendments creating a drilling overlay district in Goose Creek Oil Field to allow drilling without a special use permit while requiring Chapter 62 permits. The plan would zone most of the rest of the city heavy industrial and push outside areas to seek separate permits, with Foothills Resources backing the plan and a nearly $90 million investment in vertical drilling and 3-D seismic imaging. Evergreen Fairways would remain outside the overlay, restricting future drilling without heavy industrial zoning.
