Smoke Signals in Washington Critique of Califano’s anti smoking push
Joseph Califano, head of Health Education and Welfare, is pushing a new 128 million program to curb smoking and seeking an eight cent increase in cigarette taxes. Critics question if the secretary should act without explicit legislative consent while assessing health harm versus fiscal impact.
