Arbitration hearing set for Baytown fire captain Clemmer
Baytown Fire Department Captain Cecil Clemmer faces an arbitration hearing on September 17 after an indefinite May suspension. Fire Chief W H McBride will join Clemmer and Richard Hare of the American Arbitration Association at City Hall to settle the dispute. The process, limited to involved parties, will result in a binding decision with costs shared by the city and Clemmer. Clemmer, who joined in 1968 and became captain in 1976, cites internal department issues after being bypassed for promotion and cited insubordination at the time of suspension.

The Galveston District of the Army Corps invites public comment on proposals to deauthorize undeveloped parts of the Cedar Bayou and Greens Bayou navigation projects. Cedar Bayou was authorized in 1930 for an 11 mile channel, with limited early work. a 1971 economic restudy found no justification. Comments due by Aug. 15 to SWGED-PC, Galveston.
