Baytown police with other agencies ended a two hour standoff at an Interstate 10 truck stop Friday. Highlands resident Eric Scheele, 53, was arrested at 1:30 p.m. after tear gas warnings and SWAT negotiation. He exited his vehicle with hands up and surrendered.
A Baytown woman remained in stable condition after eight stab wounds at the Econo Lodge on Garth Road. Christopher Kemp, 29, of Humble, fled in a blue 2007 Toyota Solara and was arrested later in Monroe, Louisiana after a high speed chase. He faces aggravated assault and evading arrest charges from Harris County and related DUI and other counts in Richland Parish.
A Thursday budget session and Friday meet and confer addressed Baytown Police Department pay raises. Officials noted BPD officers are paid less than peers in similar Texas cities, with $1 million set aside in 2013 2014 budget for city employee raises including $400 000 for BPD, $250 000 for general staff, and $350 000 for the fire department. A police representative called the proposed police raise figure unacceptable and urged exploring options.
As of Friday one challenger and two incumbents have filed for Baytown city council seats. Filing runs July 29 through August 26 at City Clerk's office Baytown City Hall 2401 Market St. Incumbents Capetillo District 3 and Renteria III District 1 filed papers. Chris Presley seeks District 2 seat currently held by Scott Sheley amid downtown redevelopment.
