Unpaid Water Bills Prompt Rejections in District 21
In Harris County Water Control and Improvement District No 21 many apartment and mobile home park owners sent partial payments that covered only usage. They did not include the $2.50 per unit minimum charge or the 10 percent late penalty. District officials say partial payments are not accepted and are returning checks. Delinquent customers must pay full charges including the late penalty by May 18 or face disconnection and a reconnect fee.
