Texas Land Commissioner Bob Armstrong told an ecology conference at Lee College that increasing public awareness and willingness to spend on pollution control will help solve critical pollution problems. He urged coordinated planning to balance industrial development with environmental preservation, stressing that the freedom to pollute must yield to air to breathe and calling for rules when needed. Armstrong proposed setting aside 10 to 20 million dollars of Texas’ 3 billion budget to acquire lands for environmental preservation and planned use for industry and nature, highlighting the Gulf Coast as a focus due to fragile bays.
