No Immediate Changes Busing Decision Won't Affect Baytown
Baytown Superintendent Johnny Clark said a recent Supreme Court ruling on busing to desegregate schools is not expected to affect Baytown soon. HEW gave until 1971-72 to desegregate Harlem Elementary, with plans to broaden white enrollment. Harlem had renovations in 1966-67 and later upgrades. The district maintains freedom of choice, with Harlem remaining all black, and Carver High/Junior High converted to elementary and other changes completed to support desegregation efforts. The ruling states that racial ratios are not required in every school.
