Proposed Texas tax plan favors wealthy, watchdogs say

Gov. Perry's $6 billion tax swap would deliver the largest relief to Texans earning over $50,000 while lower income groups face modest gains or higher net taxes. The plan cuts school property taxes by a third, funded by a new business tax, a $1 per pack cigarette tax, and surplus funds. CPPP calls the system regressive, noting the wealthy would still pay a smaller share of the relief. Conservative analysts counter that the plan follows simple math since the wealthy already pay a larger share.
