Code Act Saves Maine Thousands
The piece outlines centralized bookkeeping pre auditing and contract approval with monthly financial reporting across state agencies. Gov Gardiner extols the Finance Department as the keystone of economy. The Bureau of Taxation led by Frank H Helley and the Bureau of Purchase under Leigh I Harvey cut overhead notably: 50 percent in assessment division costs and 27 percent in gasoline tax collection, saving about 9500 and 8500 yearly. Tobey had built a strong Bureau of Purchases before his death, impacting most agencies including the University of Maine. The Transportation division cut state mileage from ten to seven cents for official travel.
