The article notes that most federal income tax burden falls on modest earners rather than the rich. In a recent year total individual taxes neared 30 billion dollars with over five percent from the lowest 20 percent bracket and under 15 percent from the top 91 percent bracket. It argues increasing per capita exemptions would cut revenue and that tax reform would most aid families of modest means.
