Draft of Proposed New City Charter Offered to Council
A draft for amending Bath Maine to a council manager form was presented at the monthly meeting. Judge John J. Keegan prepared it for the municipal committee, with aldermen and the mayor listed as supporters. If approved by the Legislature or by referendum, the charter would take effect the first Monday in January. The document preserves the city as a corporate entity and outlines seven council members elected at large for two years with a city manager. It details nominations by petition, voting procedures, and the executive and administrative officers to be elected or appointed, including the city manager, trustees of the Bath Water District, and various department heads. The proposed charter provides for elected officials, salaries, meeting frequency, and the mayoral role for ceremonial duties, with the next steps to move toward a vote.
