Swing Proposes Bill to State Maintain Schools
In Sacramento Senator Ralph E. Swing introduced a constitutional amendment to place the entire cost of public school maintenance on the state treasury. The measure would relieve local taxpayers as California now funds about half of grade school and a third of high school costs. Governor Rolph’s budget earmarked 86.5 million for education in two years, with universities and junior colleges included. The move follows a tax conference in Sacramento led by C. E. Grier that endorsed state takeover of the full education system, drawing support from supervisors and realty boards statewide.
