In presenting the Treaty with Germany to the Senate, the President said the framers felt obliged to use the League as an indispensable instrumentality, a essential tool for ensuring postwar stability and collective security.
President Wilson tells the Senate that a league of free nations is essential to the new order and oversaw the covenant as the treaty’s first and pivotal part. He notes even skeptical Paris delegates grew to favor the league as discussions progressed and hints at a separate Franco-American aid treaty to be addressed later. Wilson plans a two thirds Senate vote on the treaty reservations.
In Washington on May 10 a resolution by Sen. Borah Idaho Republican would urge President Wilson to send to the Senate a letter said to be written by General Tasker Bliss. The note objects to the Shantung decision and asks for information on alleged Chinese delegate lure attempts at the Peace Conference.
Dispatches from San Salvador report Costa Rican government forces pushed into northwest Costa Rica against revolutionists. The fighting left many government troops captured, with reports of prisoners taken on both sides amid ongoing unrest.
Washington July 10 the agriculture department reduced wheat output by 75 000 000 bushels from the June 1 forecast to 1 111 100 000 bushels due to diseases and conditions. Winter wheat remains the largest ever grown with high conditions across crops and substantial year to year stock changes noted.
St Johnsbury July 10 Henry Ke Wilson of the St Johnsbury Wholesale company and Ally of West Lebanon celebrated fifty years of marriage with a garden reception for hundreds at Grace Methodist church. A gold gift was presented by Rev George A Martin for parishioners. The couple’s daughter Mrs John Galbraith of Passumpa and granddaughter Marion Galbraith assisted.
Washington July 10 Representatives of American oil companies in Mexico pressed the state department to seek Mexican authorization for their workers to arm themselves for protection from bandits. They also asked permission to use airplanes to transport funds to oil fields and to pay their men, aiming to reduce peril from bandits.
President Wilson, meeting with White House correspondents, praised the German ratification of the peace treaty and urged keeping American troops on the Rhine until Germany meets military terms. He stressed trade with Germany should resume, warned against treachery, and said U S reconstruction should rely on private banks rather than direct government aid.
A four-story brick structure in Watertown's business district burned at about 4 o'clock this morning. The blaze damaged a substantial portion of the upper floors where tenants reportedly occupied. Owners and authorities suspect the origin and full extent of losses are under investigation.
Samuel McDonald arrived at Manchester and joined the wolf club to play golf. A $500 English watch taken from the locker of Devil Randall was recovered from a man named Richardson at Manchester Depot. Richardson admitted identity, posted $500 bail, and will be tried in Bennington municipal court. He had previously bought a golf ticket at the Hotel Berwick and left Rutland after paying his bill.
Securities valued at unknown amount belonging to former King Ferdinand of Bulgaria, in Paris since WWI, were forfeited to the crown after proceedings before a commissioner. Crown Prince Boris (Boris) (Ferdinand’s successor) had acquired the assets on October 3, 1918, and has lived in Coburg, Germany. A May 26 report said he sought refuge through the government of a Slavic country, but no action followed.
The Allied reply to Austria’s petition for League of Nations admission states Austria will join only when a reasonable government exists with will and power to meet obligations. Chancellor Renner informs Premier Clemenceau of the note dated June 23 at St Germain en Laye, noting German Austria cannot participate in league creation but desires protection without full rights or duties.
Governor Clement appointed John M Avery of Berlin as state tax commissioner. Educated at Lebury High School and Middlebury College he studied law in Judge Button's office and served as reference librarian since May 1910. Married in 1912 he and his two sons lived in Berlin.
Washington July 10 The department of justice says the peace treaty with Germany allows releasing the great majority of German and Austrian enemy aliens from all parole obligations at Fort OgLEthorpe and other locations.
Charles Franzi and Mrs Isabella Peverelli were quietly married at 5 Elliston Street last evening at 8 o'clock by Justice of the Peace James Mackay. The ceremony was attended only by O Haffino and Mrs James Galli. Franzi is a well known carver who had worked at the Proshray-Coykendall works and recently moved to Quincy before planning to work in local sheds.
New York reports the transport Manitou arrived from Brent with 108 officers, 2,106 troops and six civilians aboard. The units represented include the 22d engineers, 107th secret Service battalion, military police, general headquarters, and medical detachments. Cash pledged and disbursements figures from war chest rooms show a total collection to July 10 of 171.70 and disbursements of 25.00. Pledges unpaid amount to 1202.20.
The Allan Slier Grampian sailing from Montreal to Liverpool struck an iceberg near Cape Race, claiming two lives and injuring two others. The 740 passengers and 450 crew arrived at St. John’s for repairs.
Burlington July 10 The body of Private Martin I Astroth was found in a shack opposite the old state militia grounds in Winooski. He apparently shot himself twice, with a revolver in his right hand and bullet wounds to the eye and breast, dead for hours. Astroth, 28, from San Francisco, had been at the post since July, arriving from Devens after more than a year abroad. No motive is known for the suicide.
Halifax reports the R34 dirigible at 11:12 a m in position 41 15 N 63 30 W 215 miles south of Halifax while 240 miles west of Sable Island. In New York crowds watch as the airship passes over Broadway and heads toward home amid weather and speed updates.
State's Attorney and Deputy Sheriff foiled Charles Rowell's touring theft plan in Websterville. Rowell, a farm hand with a wooden leg, was found with a stolen Perrin pasture horse and attempted to seize two more valuable horses belonging to Guy Varnum and Dr W S Page. He was arrested near the Walter Smith farm and brought to Barre police for trial.
A late morning radio message from Washington reports the dirigible R34 was 450 miles east of New York, on the return voyage to Scotland. Navigational updates place the airship at 40.15 N 65.50 W with a position logged at 11 10 GMT, while an earlier message put the craft 430 miles east and 58 knots speed near Wylii.
A translated dispatch claims U S troops would be sent to Upper Silesia but was described as perfect rubbish by an American member of the public service. The report was revived from German sources and denied by American officials today.
Mrs Philo A Emory Patterson of 1 Brooklyn street Barre dies at 11 tonight at home aged 83 after a fall two weeks ago breaking her left hip. Born February 6 1836 in Washington she moved to Vermont in 1860 with her husband Philo Patterson and lived in Barre since. Funeral at 2 pm tomorrow at the home conducted by Rev J B Reardon with burial in Elmwood cemetery. relatives request no flowers.
