Paris January 17 The supreme council debates Russia so central it dominates talks on when and how reporters may be present. Publicity rules may shift and Poincare’s speech could open Saturday session before real treaty work begins.

A Madrid dispatch reports the Spanish government has suspended constitutional guarantees in the Barcelona province amid Catalonia autonomy agitation. Police raided the I W W Chinese headquarters in Manhattan Chinatown early today and arrested four men who claimed to be students on a technical charge. Loaded revolvers and a large amount of I W W literature were seized amid allegations of agitprop near Chinese tea houses.

Found dead in bed at her Weybridge home Thursday morning by neighbors Mr and Mrs Harley Clark and HL hompoon. She had lived in Middlebury Weybridge about twenty years, ran a small store, and was a respected local, member of the Congregational church, with a nephew Willis Cobb of New York City as survivor.
Washington January 17 Seagoing American merchant vessels over 1000 tons total 1,663 ships as of January 1 this year with 160 undercounted figures corrected. War and Navy transports removed from merchant schedules, 114 ships recharted under all government departments. Total tonnage 4,081,700.
Diverted from France, battalion detachments aboard Louisiana and New Hampshire will land in New York instead of Newport News. Reports say a contingent, including batteries and supply units, moved via Jin and arrived Tuesday, with bevested units cited as aboard the ships.

Provisions include apportionment of federal commissioners to enforce the act power to regulate manufacture and distribution for sacramental and non prohibition purposes penalties for wets violations prohibiting importation exportation and possession of intoxicating liquors for beverage use comprehensive search and seizure provisions and labeling to block the use of alcoholic patent or propertory devices. The aim is to eliminate any vestige of beverage liquor in the United States and its possessions.
Madison Wisconsin January 17 The Wisconsin legislature completed ratification of the national prohibition amendment. The House vote was eight to none The Senate ratified the amendment last Wednesday in Madison.
Washington reports the transport Melita with 100 officers and 1 300 men from France will arrive in New York by January 26. The Orbala with 100 officers and 4 600 men is due January 26. Other transports head to New York and Newport News carrying detachments from Massachusetts New Jersey New York Maryland Virginia and Pennsylvania along with antiaircraft units and mobile hospital No 49.
Former St Albans resident McKillop, a prominent lawyer of Globe, dies at about age 40 after an incident in Globe Arie. He was a son of Rev and Mrs Pi S McKillop, survived by wife Helen Holmes and three sons Arch, David, and Kiwing. He had brothers W. of Micheloy, W. of the Canadian Northwest, and Donald of Buffalo NS. He was a St Albans High School graduate and studied at Wesleyan University and Harvard College.

Vermont House unanimously adopted a resolution supporting federal constitutional amendment to prohibition known as the Sheppard Amendment. Senate moves to ratify. hearings planned midweek. session also advanced several bills including barge terminal funding and state court expense measures.
The session discusses ratification of the Sheppard amendment to prohibit intoxicating liquors and a March referendum. Bills include tax exemptions for purebred stock, soldier’s home funding, meat producer regulation, and publication dates for the legislative directory. Mrs. Mattie Ward Willey and Barre Postmaster George W. Gorman wed at the bride’s mother J. M. Ward home in South Barre. Rev J B Reardon officiated at 1 90 oclock with close relatives present. The couple left on a 3348 train for New York and Boston then will reside at 11 Beacon Street in the city vicinity.
Ohio Public Utilities Commission rejects McAdoo order to raise express rates for Ohio operations, citing failure to file late schedules 30 days before effect. Railroad officials say higher charges will still be collected in Ohio, claiming presidential authority overrides state suspensions.
Samuel Carswell of Barre died at 4 a.m. after a lingering illness dating to August 1915. Born January 28, 1840, in Pulbethir Scotland, he moved to the country 30 years ago and became a citizen. He worked in the granite industry and was known as a gifted storyteller and well-read man. He leaves his wife, a daughter Mrs Ronald Smith of Barre, two sons William M. Carswell of New York City and James B. Carswell of Barre, and a sister Mrs A. Young of London. Funeral arrangements will be announced later and flowers are requested to be omitted.
A Barre telegram reports Miss Mary Rizzi died at 1 a m from pneumonia following influenza. Born June 11 1908 in East Barre she spent most of her life here and had recently gone to Washington to work in the War Department. Her parents Alderman and Mrs Stept arrived from Washington and will arrange the funeral after a night courier arrives. She left behind sister Sylvia a stenographer and brothers Arthur of Chicago and Stephen of Barre.
Easex County Storage and Electric Co. v Victory Lumber Co as the Vermont supreme court heard morning arguments over condemnation for a water storage pond to serve power needs. The dispute centers on flooding land owned by Victory Lumber and follows prior orders from the public service commission. The court ordered a judgment in a separate case and adjourned until Tuesday morning.
Representative A L Towslee of Landgrove was admitted to Heaton Hospital with what may be influenza. Secretary Harvey Goodell said the line had been out of the hospital and showed a near normal temperature. Mrs P V Dobnaen, wife of the same representative, was at the hospital with pneumonia but was reported to be recovering.
