National Guard forces are disbanded with officers and men reverting to civilian status upon discharge from federal service. The decision is supported by the Judge Advocate General and the Secretary of War, canceling commissions and ending old state organization formations.
A judge advocate general opinion, approved by the secretary of war, holds that National Guard officers and enlisted men drafted under the July 3 1917 proclamation will revert to civilian status upon federal discharge. The ruling could nullify the Guard as organized prior to the war, prompting possible reorganization and affecting famed units with long histories. German naval notes describe a submarine cruiser of about 1800 tons, named 087, recently deployed off Trondhjem on the Norwegian coast. The vessel is said to have completed a four and a half month cruise without port calls, signaling partial restraint in wartime submarine operations.
Paris reports in the Journal Official the names of 18 American soldiers cited for bravery for actions from September 3 to October 10 near St. Etienne, Mang Mont and Medeah farm. They served across the 5th and 23rd infantry units, Marines groups, machine gun battalions, engineers and an ambulance detachment.

Stockholm 24 The Bolsheviki are making nonsiderable progress with their occupation of Esthonian territory. They have taken Dorpat about 2 miles west of Lake Polpus and have forced the Hatho nians back from the Werenberg front northwest of Lake Pipus. German forces in the region are retreating toward Riga.
The president cabled condolences to Mrs Walter H Page widow of former ambassador to London Paria division 24. Mrs Wilson made personal and official Christmas calls and left cards today in response to the death of the former ambassador.
The Rome city council voted to grant President Wilson the freedom of the city. The resolution was adopted by acclamation in Rome on December 24. In Winchester Massachusetts Governor McCall remains in bed over the Christmas holidays as doctors advise rest while his family plans a reunion in his room tomorrow.
Major General Charles D. Rhodes suffered injuries when an airplane crashed near Louvres northeast of Paris on Monday afternoon. The British pilot was killed in the accident caused by heavy fog and loss of bearings. Rhodes, a senior American officer with the armistice commission, had entered German lines after the Armistice and formerly commanded the Rainbow Division.
Lieutenant Gilpin and two others were aboard a machine traveling from Germany to Calais when it plummeted about 1900 feet. The crash killed the Majer aviator acting as pilot and another occupant, leaving only one survivor in a dire crash near France.
Paris reports Herbert Hoover and Edward Hurley met President Wilson to discuss provisioning war torn Europe amid food shortages. Hoover outlined plans to extend relief machinery used in Belgium and France while Hurley pressed shipping issues. France seeks to restart merchant marine construction but U S policy leans toward restricting shipyard access for foreign buyers until peace is signed. Hurley plans to stay in France longer as negotiations continue.
New York on December 24 reports 3 565 of American troops and 214 wounded among the returning force from France aboard the French liner ams and the Persia Maru arriving today. The contingent includes 1 604 wounded men with 213 classified as shell shock or neurotic cases. The units listed comprise divisions, artillery, and several colored casualty companies among a total of officers and men aboard.
The city board of health met to discuss the influenza outbreak with about 80 monthly cases reported and two pneumonia deaths. Recommendations included keeping children under 16 from moving picture houses and certain stores, closing vehicle service, and suspending public entertainments for children. Mayor may adjust orders as conditions change.
Carlisle England December 24 The visit of President Wilson to his maternal grandfather's home in Carlisle next Sunday will coincide with his sixty second birthday. He will attend worship at Lowther Street Congregational Church and likely address the congregation. The grandfather, once pastor there, left few records of his ministry.
Washington DC Dye reports the United States Fuel Administration announced today a change in policy removing the ban on export of coke by coastal transportation. An official order amends the prior rule on the price and export of coke, requiring permits for shipments.
Private Charles Trentini a Barre granite polisher who joined the colors is listed as missing while Private Everett H Waldo of Williams Street was severely wounded in action near mid November. Waldo previously served on the Mexican border. three brothers and a sister are at home with another brother studying in Montpelier.
Adjutant General H T Johnson reports Glastonbury Baltimore and Fletcher did not send any men. He asks towns to supply lists of draftees, noting repeated name redirections and registration changes among towns and cities like Barry and Newport and St Albans. Corrections will be needed to identify each man’s original locality.
Funeral for Karl R. Sawyer was held this forenoon at his home 42 Merchant Street Barre with Rev F L Goodspeed officiating. Death followed a long illness. body taken to Middlesex Center for interment in the village cemetery. Elk and lodge members attended and floral tributes were placed.
The War Department announced Private Newton A Hulburt of Bristol VI is severely wounded after previously being reported missing. The Times will not be printed tomorrow Christmas day.

Barre School Commission urged legislation to let voters raise the annual school fund by increasing the tax rate. The joint board meeting at city hall discussed charter amendments and a legislative enactment from the General Assembly. Supt. White reported teacher salaries in Barre range from 1200 to 1900 for men and 700 to 1100 for women. state school funds to Barre have fallen sharply in recent years. The aldermen referred the proposal to the legislation committee for action.
