In London a press dispatch states Herbert Hoover will head the allied food relief effort for liberated countries, with the United States not claiming all credit. The report notes Hoover’s appointment as principal administrator amid a larger relief campaign and outlines coordination with allied agencies.

Paris dispatch describes The Matin printing an article on the three stage plan for a League of Nations. Allies would first agree principles including self-determination, armament limits, and compulsory arbitration, then require Germany and others to accept terms, with a universal conference to settle new relations and establish an international tribunal to deter future wars.
London December 2 1919 expected that Sunday will be devoted to discussions by President Wilson with the war cabinet on terms to be proposed by Girvat Hiltain at the inter allied conferences before the peace congress. The edit will finish framing the terms by tomorrow night and the final draft should be ready by Christmas.
Washington December 23 Amb Fletcher informed the department that El Pueblo denied Von Eckhardt the German minister to Mexico had been recalled. Mexican newspapers claim his mission is terminated though he has not decided to leave the country.
Paris reports Monsignor Cerretti, papal under secretary of state, said his visit to President Wilson last week was purely private. He travels to the United States to prevent Benedict from the Jubilee of Cardinal Gibbons and will sail from Lisbon with Pope Benedict. Cerretti approved of the league of nations in principle and said the Vatican has no plan to push its views at peace talks.
The funeral of Francis Silk O'Loughlin, veteran American Jesuit umpire, who died in Boston, was held in Rochester this morning from Blessed Sacrament Church. A large number of friends attended and a wreath from Ron Johnson, president of the American League, was among the offerings.
United States Naval Air Service Station at Halifax harbor to be taken over by the Canadian Naval service by the first of the year. Sixty of the 850 members of the American unit left the station today for New York.
Braede December 25 report states Holland has informed Great Britain of plans to send supplies to the British army of occupation in Germany by way of the Scheldt river, with Dutch Limberg involved.

In Washington the Ta Folcette seamen's wage act sections were declared constitutional by the high court. The ruling limits application to foreign vessels only while in American waters. In New York the naval fleet joined the review, with New Mexico flagman Grant arriving to command.
The Cedric docks bearing 2,108 enlisted men, 14 officers, and 424 others including nurses and civilians. The vessel is followed by the Gi Wash, which also carried President Wilson and returning American troops.
Sgt James Gibson of the 1kth infantry arrives in Barre after service in France and recovery on Staten Island. He was wounded in the leg at Vente and the arm in the Argonne forest and is praised for rapid but incomplete healing. His mother Christina Gibson works at Montpelier Seminary.
Private Leo Polonghini, formerly employed in city ice business at 10 Webster Avenue, is listed as wounded with undetermined degree. He is 24, with mother M in Polonghini in Newport and a sister Miss Alien Polonghini.
Washington news reports the Senate rejected the finance committee plan by an 82 to 38 vote, striking the proposed 20 per cent tax on luxuries from the war revenue amendments. The action marks the first dissent from committee revisions.
In St Albans on December 23 new influenza cases were limited with only eight reported to City Health Officer W B Arnold in recent days. The cumulative total for the month stands at 28 cases with ongoing public health monitoring.

George Cutler of Moretown was struck on the head by a broken binding pole while binding a load of hay. He was taken to Heaton hospital in a serious condition after the accident Saturday. He could describe the incident and walked a distance but grew delirious by evening. An operation to remove a blood clot from the brain was performed at the hospital Sunday.
Alexander Gordon long a leading Barre granite manufacturer and school supporter died at his home after a yearlong illness. Born 1856 in Methlick Scotland he came to America in 1883 and helped build Marr and Gordon into a major firm. He served on the city school commission for 20 years and was active in the Congregational church and fraternal groups. The funeral will be Thursday at 2 at the Congregational church.
Karl R. Sawyer a traveling salesman died at his home 45 Merchant street Barre Sunday morning from influenza followed by pneumonia. He was born in Moretown March 1875 and had lived in Barre since 1888. He worked in the granite industry before becoming Vermont and New Hampshire representative for Valvoline Oil Co. He was a member of Montpelier Lodge No. 24 KiKa Barre Werie No. 1578 Fraternal Order of Eagles and served as tyler. Survived by wife Nellie Babcock and two children Russell 16 and Katherine 2 1/2. Private funeral Tuesday at 2 0 o'clock.
