Rusk Presses for Capable Hanoi Concessions in Vietnam Talks
Secretary Rusk told 43 student leaders from over 200 colleges that the United States seeks a political settlement in Southeast Asia, not territory, arguing negotiations could end North Vietnamese aggression without conceding an acre. He warned that bombing would continue only to pressure Hanoi toward conference terms, with no intention to deploy ground forces.
